Open cPanel > “Legacy File Manager”, located under “Files” section.
In Legacy File Manager, navigate to desired location by clicking icons, > select the file or folder with garbled code by clicking it's name, > then select “Rename“ or “Delete” option in the upper-right corner of the page. You can rename the garbled file, or delete the file or folder entirely.
Why is a file name garbled?
The server operating system, used for web hosting, is Linux with UTF8 character sets. When a user uses Windows operating system, file names can use Simplified Chinese character sets (GBK) by default. After uploading such names to the server, file names remain in GBK encoding, which leads to file name gibberish due to inconsistent encoding in UTF8.
